2026 Budget: COVID-19 Levy Abolished

During the presentation of the 2026 Budget and Economic Statement to Parliament on 13th November, 2025 Ghana’s Finance Minister Cassiel Ato Forson declared the elimination of the contentious COVID-19 fee.

The government’s pandemic response plan included the levy, which was widely criticized by the public and policy experts for its protracted implementation even after pandemic-related pressures subsided.

Minister Forson underlined the government’s dedication to reducing individuals’ financial burdens and promoting economic recovery in his speech to Parliament.

“Mr. Speaker, by abolishing the COVID-19 levy, government is putting GH₵3.7 billion in the pockets of individuals and businesses in 2026 alone” stated he.
