This was disclosed in an official statement released by the Presidency Communications Directorate on December 17, 2025, following the government’s endorsement of the Bawku Conflict Mediation Report.

According to the statement, the prolonged Bawku chieftaincy dispute has led to severe human, social, and economic losses, significantly affecting livelihoods, undermining social cohesion, and stalling development across the region.

Years of insecurity have discouraged both public and private investment, halting critical infrastructure projects and paralyzing economic growth.

In response to these challenges, President John Dramani Mahama has directed the Minister for Finance to establish the GHS 1 billion Fund, which will be disbursed over a three-year period from 2026 to 2028.

Purpose and Focus of the Fund

The Bawku Revitalisation Fund will target the reconstruction and development of essential infrastructure and services, including:

– Roads and transportation networks

– Healthcare facilities

– Educational institutions

– Dam and irrigation projects for agriculture

– Security installations

– Commercial and economic infrastructure

The ultimate goal is to restore Bawku’s status as a key economic and trading hub in Northern Ghana, while ensuring long-term peace and socio-economic stability.

Oversight and Management

The Fund will be overseen by a high-level committee, chaired by the Minister for Finance, Hon. Cassiel Ato Forson, who will also serve as Acting Minister for Defence. Other committee members include:

– Hon. Donaltus Akamugri, Upper East Regional Minister

– Hon. Mahama Ayariga, Majority Leader and MP for Bawku Central

This committee will work closely with Parliament and relevant stakeholders to ensure efficient and transparent implementation.

A Symbol of Commitment

This massive financial commitment underscores the government’s recognition of the depth of socio-economic damage caused by the conflict, and its resolve to address both the root causes and consequences of unrest in the region.

By pairing political mediation with tangible development investment, the government aims to foster sustainable peace, rebuild trust, and offer hope to affected communities across the Bawku enclave.
