Hon. Samuel Nartey George has disclosed new developments regarding the alleged misconduct of a Russian national, Vladislav Luilkov, accused of engaging in non-consensual recordings involving Ghanaian women.
In a statement issued after a high-level meeting, Hon. George revealed that he and the Minister for Gender, Children and Social Protection, Dr. Agnes Naa Momo Lartey, held discussions with the Russian Ambassador to Ghana.
According to him, the meeting was constructive and focused on presenting evidence currently available to Ghanaian authorities concerning the allegations.
The lawmaker reaffirmed his commitment to ensuring that Section 67 of the Cyber Security Act, 2020 (Act 1038), which criminalizes the non-consensual sharing or recording of intimate images, is strictly enforced.
He emphasized that protecting the rights and dignity of Ghanaian citizens remains a priority.
Hon. George further disclosed that, in collaboration with the Ghana Police Service’s Criminal Investigations Department (CID), steps have been taken to initiate international legal processes through INTERPOL.
This move, he explained, is intended to ensure that should the suspect travel outside Russia, there will be a lawful framework to facilitate further action and accountability under Ghanaian law.
Authorities say investigations remain ongoing, with assurances that due process will be followed at every stage.
