The bill, which was debated extensively on the floor of Parliament, received bipartisan support due to increasing road accidents, traffic law violations, and the need to modernize transport legislation in line with current trends.

The amendment outlines stricter licensing requirements, mandatory use of safety gear, penalties for non-compliance, and increased enforcement of road rules.

Minister for Transport, in presenting the bill, emphasized that the changes are essential to curbing indiscipline on roads and reducing fatalities.

“This legislation is not to punish riders or drivers but to protect lives and bring order to our roads,” he stated.

Stakeholders in the transport sector, especially commercial motorcyclists, have been urged to cooperate with authorities and ensure full compliance with the new regulations.

The implementation phase is expected to commence in early 2026, with public education campaigns and stakeholder engagements already planned to ensure a smooth transition.
